Logistics by buses in rural areas of Zhejiang Province

Since 2018, Xinchang County, Yongkang City, and other regions in Zhejiang Province have piloted a project of transporting items by urban-rural public transportation and passenger buses between counties. The project (hereinafter referred to as logistics by buses) realizes transporting passengers and items at the same time with low cost, high efficiency, and good service.

At present, there are urgent needs to study logistics by buses, find problems in it, and provide countermeasures accordingly for its promotion in the city scope. Gong et al. published a paper, “Passenger Transportation + Logistics” Practice Based on Urban-Rural Public Transportation: A Case Study of Yongkang in Zhejiang Province, on Urban Transport of China. They carried out an in-depth study of logistics by K303 buses (between East Passenger Station and Xixi Station with a distance of 27.6 km), the first line of testing logistics by buses, and analyzed the benefits of this transportation mode from perspectives of residents, urban administrators, and operating enterprises.

Since March 2019, Zhejiang Shuangfei Transportation Co., Ltd. has started the transportation service of small items which can be delivered immediately and received within two hours, meeting the transportation demand of urban and rural residents for small items. Specifically, the company takes the East Passenger Station and the Xixi Station as logistics centers of urban and rural sides, respectively. Relying on K303 buses and the station resources, it leverages the surplus transportation capacity in non-rush hours and puts boxes on buses in line with current transportation regulations, thus realizing logistics by buses.

The researchers found some deficiencies in logistics by buses, such as inadequate logistics centers, inconvenient mailing out and picking up, rough packaging, opaque logistics information, and poor services. In response, they proposed to set up more logistics centers, optimize layout, adjust the operation mode, and improve services in the whole process by integrating with intelligent logistics. To address the unsatisfactory service quality, low-level informatization and intellectualization, and imperfect passenger service functions, they put forward optimization strategies from on-line and off-line perspectives. Classifying packaging should be improved to ensure the transportation safety of items. Functions of planning lines, fee payment, and user evaluation should be added to Yongkangtong APP, which facilitates the coverage of all links of traveling and thus improves the convenience of and satisfaction for public transportation.

Logistics by buses in Yongkang City mainly covers towns but does not involve villages. It is urgent to improve the basic public services in the villages without logistics. Nowadays, all villages in Yongkang City have buses. Thus, it is a choice to first pilot logistics by buses in villages and then integrate the transportation lines with the current network of logistics by buses. In this way, small seasonal or scattered items can be transported in time in rural areas. Realizing logistics among cities, towns, and villages will strongly support rural revitalization.
