A theoretical explanation for the relationship between “green hills” and “golden hills”

【Abstract】Xi Jinping’s serial important theses on the relationship between green hills and golden hills (GHGH) are important thought guiding ecological civilization construction in China. This paper interpreted the relationship between GHGH. First, based on Xi Jinping’s theses, we summarized the relationship between GHGH during regional development into three types, namely, exchange of green hills for golden hills, tradeoff between green hills and golden hills, and green hills being golden hills. Second, we built a theoretical model analyzing the regional optimal quantity of green hills kept, conducted a comparative static analysis, and found a positive effect of non-consuming utilization technique level and the economic output not based on green hills on the quantity of green hills kept. Third, we theoretically analyzed the three kinds of relationships between GHGH by the nature of optimal solution of the quantity of green hills, especially the four situations about green hills being golden hills. In other words, social utility depends on the quantity of green hills; consuming utilization of green hills has an infinitely high technical level; non-consuming utilization of green hills has a high technical level; and industries not depending on green hills have a high industrial developing level.
