Research on the modernization of borderland governance in the new era: connotation, value and direction

【Abstract】Promoting the modernization of the national governance system and governance capacity is the concentrated expression of the socialist system with Chinese characteristics and its implementation capacity. As an organic part of the grand project of modernization of state governance, modernization of borderland governance also needs to define its own discourse, mission and category. From a realistic perspective, since the 18th National Congress of the Communist Party of China, the leaders of the Party and the state have attached great importance to borderland governance. They not only went deep among the grass-roots masses in borderlands many times to carry out investigations but also held a series of special meetings and delivered important speeches on issues related to borderland governance, thus elevating borderland governance to an unprecedented strategic height. Under this background, there is a lack of corresponding systematic investigation and in-depth study on how to “bring forth the old and bring forth the new” on the basis of profoundly grasping the changes in current domestic and international situations and carefully probing into the past borderland governance practices. In this paper, the realistic orientation and development direction of the modernization of borderland governance are basically defined and confirmed in combination with the major policy of the Party and the state governing the country in the new era and the spirit of a series of conference documents. The functions, values and innovative content of borderland governance are systematically expounded by sorting out and reviewing the existing literature and research results of borderland governance. On this basis, borderland governance is deeply analyzed under the major theme of state governance by using governance theory, system theory and state capacity building theory. Compared with previous studies, this paper has expanded and extended in the following three aspects: firstly, it has clearly investigated the internal relationship and interactive logic between state governance and border governance; secondly, the historical practice and traditional approach of border governance in China are compared with the modernization of border governance in the new era, so as to realize the logical consistency of border governance practice in different historical periods; thirdly, the realistic task and specific orientation of how to advance the modernization of borderland governance in the new era are discussed in detail. This paper systematically introduces and answers the conceptual connotation, value function and practical path of the “modernization of borderland governance,” especially discusses and analyzes its position and role under the holistic discourse of the modernization of state governance. This paper holds that the “modernization of borderland governance” should be understood accurately from the perspectives of system and development. In terms of connotations, it is not only the inheritance and development of borderland governance in the past, but also the compaction and deepening of the distinctive style of the times; from the specific requirements, it is embodied in “people-centered” at the conceptual level and coordinated allocation and organic combination of many basic resources at the organizational level; from the perspective of the realization path, it means that it needs to make overall progress in ideological and cultural, economic, living and ecological undertakings, and the long-term goal is to provide assistance and support for the development and prosperity of the borderland society and the unity and stability of a unified multi-ethnic country. In addition, to a certain extent, this paper also has discussed such issues as the organic connection and effective unification between the central government and borderlands, the “marginal position” and the noumenon value of borderland governance, and the contemporary practice of governing the country by the Communist Party of China and the Chinese traditional governance civilization.
