【Abstract】Effective development and reconstruction of tourism resources are significant measures to promote the development of the tourism industry. The measures implemented by different countries or regions should be based on local tourism resources and development concepts. Since the policy of making Japan a tourism-based country was implemented, Japan has strengthened the development and reconstruction of tourism resources. A unique development concept has gradually formed and Japan’s tourism industry has obtained remarkable achievements. Overall there are seven types according to the characteristics of tourism resources development and reconstruction in Japan: (1) repackaging of tourism resources, (2) exploration and reconstruction of historical culture, (3) driven by featured resources, (4) cultural creativity, (5) value transformation and reconstruction (6) featured blocks and (7) theme parks. On the basis of case analysis, we can find the sharing-based development concept and mode of Japan’s tourism industry. The concept and the mode may be further divided into “tourism plus” and “plus tourism” ones. With these measures, Japan has expanded the development space of its tourism industry, achieved organic integration of regional tourism resources and promoted the whole tourism industry to make great strides.
