United States-India-Japan maritime security cooperation under the “Indo-Pacific” context

【Abstract】The “Indo-Pacific” is presently the most prominent regional framework, and the latest round of regionalization pursued by the United States to maintain its hegemonic status in the 21st century. Against this backdrop, the United States is attempting to transform India and Japan into two major wings of its Asian maritime security strategy and to build a strategic triangle in the region. Through constructing shared identities, predefining threats and objectives, and strengthening bilateral and trilateral relations, the United States tries to consolidate cooperation. At the same time, the United States attempts to bring its other allies and partners in the Indo-Pacific into this strategic triangle, and to gradually construct a network of quadrilateral and trilateral relations under the United States-India-Japan framework. China is both a driving force behind the deepening of the maritime security cooperation among the United States, India and Japan, and a target of such cooperation. The cooperation among the United States, India and Japan on maritime security has a profound impact on China.
