?Multi-dimensional endowment conditions, geographical spatial spillover and regional poverty governance: the case of Longmen Mountain fault zone

From the perspectives of natural geographical endowment conditions, social economic endowment conditions and geographical spatial spillover, this paper theoretically analyses the various factors affecting regional poverty. Furthermore, the paper uses spatial coupling relationship and spatial panel econometric model to empirically study the impact of different endowment conditions and geographical spillovers effect on regional poverty, based on the data of 30 counties (cities and districts) of Longmen Mountain fault zone from 2008 to 2013. The study shows that the higher the risk of natural disasters or the more fragile ecological environment is, the higher the poverty rate is. It leads to a high degree of spatial coupling between the two, which causes the spatial agglomeration of poverty in the region. Meanwhile, the role of financial poverty alleviation is presenting alienation condition. Urbanization and economic development in these areas show weak effects on poverty alleviation. Meanwhile, the improvement of medical conditions on poverty reduction is not significant. In contrast, roles of public service supply and transportation conditions on poverty alleviation and poverty reduction are evident. Therefore, in order to achieve precise poverty alleviation for the special focus on contiguous poor areas, it is fundamental to increase public service supply efforts and enhance investment in infrastructure construction.

Study of the cyclicality of agricultural public expenditure of China

Based on provincial panel data from 2000 to 2010, this study depicts the effects of different external shocks on agricultural public expenditure of China. There are following findings. (1) The effect of per capita GDP fluctuations on agricultural public expenditure is significantly positive, and the agricultural public expenditure of China is characterized by pro-cyclicality. (2) The per capita GDP fluctuations with weighted values of temperature and rainfall growth rate as instrumental variables exert significant positive effects on agricultural public expenditure, but the effects are relatively transient. (3) The effects of per capita GDP fluctuations with urban per capita GDP growth rate as the instrumental variable on agricultural public expenditure are significantly positive, and the effects last long. The study suggests building formal rural insurance market and changing the structure and investment direction of agricultural public expenditure.

A study on the characteristics of one-child family’s living arrangement

Based on the mother-child matching of primary data from 2‰ samples of the 2005 national 1% population sampling survey, this paper analyses the characteristics of living arrangement of the one-child families in rural and urban areas from the view of mother and the child respectively. The results show that there are significant differences regarding the living arrangement of one-child families and multiple children families due to the urban-rural differences, mother and children’s ages, and migration status. The percentage of one-child urban mothers living with their children is higher on average than that of those living in rural areas. The percentage of one-child mothers aged above 55 and living with their children is obviously lower than that of those of the same age and with two or more children, and the percentage for the urban areas is higher than that for the rural counterpart. Children from 0 to 14 years old and unmarried adult children from 15 to 30 years old constitute the major share of those living with parents in urban and rural areas, and the percentage of living together is above 50%. Among families where mothers live with their only child in urban and rural areas, the case of living at the place of household registration displays the highest percentage of almost 80%, followed by the case of migrating together with a percentage of 12%, while the case of mothers migrating to children’s places accounts for less than 5%. Judging from the survey, one-child parents who migrate to live with their children do not bring significant elderly-care pressure to the inflow place. The local planning for elderly-care should still focus on the aged population with local household registration.

Analysis on living arrangement of parents and children in the first-generation of only-child families in urban areas

Based on the data of the first-generation only-child family survey in five provincial regions, this paper analyzes the living arrangement, influence factors and varying characteristics of parents and children in the first-generation of only-child households in urban areas. The results show that before an only child gets married, the main living arrangement is nuclear household with parents and the child. After an only child gets married, two arrangements of living in nuclear households and living in lineal households exist together for parents and children. The sex of married children, types of marriage, the number of house owned by parents and educational level of children have significant effects on their living arrangements, which is resulted from mutual restriction of traditional habits and modern concept, living desire and material condition, and personal preferences and family functions. The differences of living arrangements in the periods of the child’s first marriage, the first birth and the child rearing show that the living arrangements of different generations of family members are not following any single or one-way pattern evolution. They indicate the prominent characteristics of the times. Compared with multi-children households, the boundary of living units between parents and only child is relatively unclear. The characteristics of both separation and combination modes are obvious.

Poverty alleviation in China: past, present and future

Since its founding, the People’s Republic of China has gone through two stages of poverty alleviation in planned economy and socialist market economy, and made continuously strategic adjustments to the objective, target and measures of poverty alleviation according to the evolvement of the meaning of poverty and poverty alleviation practice, in order to solve the inherent deficiencies and acquired imbalance in the poverty alleviation process to gradually improve China’s poverty reduction governance system and ability in poverty control. At present, in order to build a moderately prosperous society in all respects, China needs to, in light of the five development concepts, keep creating new poverty alleviation governance mechanisms, hold onto the governance mode of targeted poverty alleviation and coordinate multiple poverty alleviation relations, to form synergies against poverty, carry out green poverty reduction, embark on green development path, improve opening and cooperation, and ultimately make joint efforts to achieve joint construction and sharing. To solve the problem of relative poverty in the future, combining poverty alleviation by relief and poverty alleviation by provision of services is an advisable governance method.
