As an important part of the national decision-making consulting system, theoretical and methodological think-tank research could contribute to improving the level of think tank research, expand the scope of the questions concerned, and effectively exert its role and functions. This paper views think tank research as the object of investigation, and reflects theoretically on the more general role and characteristics, the principles and logical system, the process and methods, and the evaluation criteria of think tank products, which helps form systematic thinking on the logical system of think tank research.

As the role of think tanks in the process of advancing the modernization of the national governance system and governance capacity becomes increasingly prominent, the exploration of the paradigm, theories, and methodologies of think tank research becomes an important issue. This study raises the double helix structure of think tank research, which is a framework that not only conceptualizes think tank research but also provides practical guidance for think tank research. The outer circulation of the double helix structure conceptualizes the research process into question decomposing, interdisciplinary research, and regression to the true question. The inner circulation of the double helix structure is composed of process convergence method (Data–Information–Intelligence–Solution, DIIS) and logic layer method (Mechanism–Impact–Policy–Solution, MIPS), which separately target research process and research logic. The internal coupling relationship and the time–space domain are further analyzed. Finally, the theoretical value of the double helix structure of think tank research is raised, which can be considered as a new paradigm in conceptualizing and conducting think tank research.

In the process of advancing the modernization of the national governance system and governance capacity, the important role of think tanks becomes increasingly prominent. Because of the comprehensive crossover characteristics, the think tank research problem is manifested as different-scale research problems. The research process follows the general and common methods of the think-tank Data–Information–Intelligence–Solution (DIIS) theory and has different key elements and steps. Grasping these key elements and steps and forming different-scale DIIS methods can provide effective tools and methods for individuals, research groups, and research teams to investigate the think-tank research problems. From the perspective of crossover, relevance, and complexity, this study analyzes the characteristics of large-scale, medium-scale, and small-scale think tank problems, and develops the process of dividing the scale of think tank problems. Secondly, large-scale, medium-scale, and small-scale think tank DIIS methods are proposed based on the DIIS theory, and the relationships of them are investigated. Finally, the DIIS writing specifications of think tanks of different scales are developed in order to ensure normative and high-quality think tank research and to better play the role of the think tanks.

With the in-depth exploration of think tank construction, the rational development of think tanks and the output of high-quality research results have received increasing attention in China. Nevertheless, the existing think tank research generally focuses on a part of a think tank problem, and it lacks systematic thinking and cognition of the whole process of think tank research. To this end, based on the principle of think tank Data–Information–Intelligence–Solution (DIIS), this study proposes a three-dimensional theoretical model of think tank DIIS from the perspectives of research process, think tank orientation, and methods and tools. Furthermore, the proposed model is analyzed from different views, including the front view of the research process and think tank orientation, the top view of the research process and methods and tools, and the left view of the methods and tools and the think tank orientation. Through the research, this study aims to explore the systematic methodology of think tank research and make contributions to the construction of high-quality think tanks in China.

Science and technology assessment plays a prominent role in science and technology management. It is not only the important task of think tank research but also the significant guarantee of think tank research quality. Nevertheless, the existing science and technology assessment methods are generally applied in part of the issues, which lacks the thinking and cognition of the whole process methodology of science and technology management from dialectics and systems theory, which is a common problem in the think tank research. Therefore, based on the Data–Information–Intelligence–Solution (DIIS) theory and methodology, this paper systematically analyzes the general laws followed by think tanks and consequently proposes a DIIS method of science and technology assessment. Furthermore, from the perspective of DIIS, six functions of science and technology assessment in the science and technology decision-making process are developed. Finally, in order to provide a guideline for the science and technology management and decision-making in China, this paper provides four examples to illustrate the applications of the science and technology DIIS methods, such as institution assessment, project assessment, policy assessment, and talent assessment.
6. Research on Risks and Countermeasures of “Cities Besieged by Waste” in China——An Empirical Analysis Based on DIIS

Nowadays, China’s fast-growing cities are suffering from the problem of “Cities Besieged by Waste.” The true portrayal of China today is people live in cities, while the cities are trapped in waste. China is still in this dilemma that it is difficult to dump, clear, transport, dispose, and manage copious amounts of garbage, although local governments have promulgated corresponding policies in recent years. Tragedies caused by “Cities Besieged by Waste” are still everywhere. The risk situation and countermeasures of “Cities Besieged by Waste” should be focused on. Based on the Data–Information–Intelligence–Solution (DIIS) framework, this study uses Google Earth and Geographic Information System (GIS) to identify the number, area, and formation of informal landfills in 31 municipalities directly under the central government and provincial regions (31 provincial regions) to finally generate the data of the “garbage stock.” Besides, based on the Driving force–Status–Response (DSR) risk assessment model, this study identifies the risk of “Cities Besieged by Waste” of 31 provincial regions. By analyzing the current situation of risk, identifying the source of risk, and clarifying the mechanism of risk occurrence and development, this study works on providing intellectual contributions for government departments to reduce the risk of “Cities Besieged by Waste.”

This study adopts the DIIS theory and methodology in think tanks to investigate the status of China’s swine industry and the rise of pork price. It collects accurate and reliable data, conducts statistics and analysis, and reveals the problems in the development of the swine industry. The relevant departments are interviewed to investigate the risks caused by the imbalance between supply and demand. The results show that the decline of pork production and the rise of pork price in China have a great influence on the society, which is closely related to the low production efficiency of pig breeding in China, the epidemic of African swine fever, the great pressure of environmental protection, and the imperfect working system. In order to alleviate the price rise caused by the imbalance between supply and demand of pork in China, relevant departments should strengthen macroscopical control and guidance, improve the top-level design, and carry out work from the aspects of improving the level of biosafety protection, optimizing the distribution of local pig breeding, and adjusting the structure of food consumption.
