Competitive neutrality claims restrict government measures that cause market participants to differentiate their competitive advantages, non-discriminatory treatment of state-owned enterprises and private enterprises, domestic enterprises and foreign enterprises, as well as requirements for high-standard intellectual property protection and transparency of administrative actions. Competitive neutrality is also one of the ideas and principles that run through the Chinese socialist market economy. Facing the complicated changes of the world economy in the past 100 years, the acceptance of competitive neutrality is not only the inherent need of China to promote reform and opening up, but also actively responds to the new trend of economic globalization and new changes in international trade and investment rules. Based on the promotion of a new round of reform and opening up and the improvement of the socialist market economy, this paper explores and analyzes the compatibility of China’s economic system and competitive neutrality, putting forward a system paradigm of competitive neutrality that is based on the government’s promotion of market with fair competition, unified market construction and institutional openness, regulatory reform and industrial policy transformation.
