Main obstacles and cooperation measures for China as an investor in SEZs in Kazakhstan

China’s investment takes a small share of the ten SEZs designated with explicit functions. The operating performance of these zones is poor in spite of preferential policies stipulated by the government. This paper analyzes the six reform measures for Kazakhstan to attract foreign investors including Chinese enterprises. Considering Kazakhstan’s poor business climate and the regulating measures of SEZs, it is time for the Chinese government to make a plan for the construction of a security protection mechanism of domestic enterprises. Such a mechanism is aimed at channeling more enterprises to conduct manufacturing cooperation and therefore to achieve a modeling effect.
