General Administration of Sport is its authorities concerned. Youth sports is a strategic and basic position in the construction of a strong sports country. This paper systematically analyzed the present situation of reserve talents, organization construction and fund investment of youth sports in China, carried on top-level design to the youth sports in China from the macroscopic level, and analyzed the “sports for kids foundation project, cultivation project of promotion of sports skills, youth under-X competition project and cultivation project of elite athletes” in China. The four major projects, namely, the project of cultivating elite talents, have different development objectives, policy backgrounds, governance methods and governance content, and have the characteristics of mutual integration, complementarities and interoperability. They also play a role in the development of youth sports following the sequence of foundation popularization leverage guidance, from the basis of sports for kids development to the essence of elite youth sports. In this context, China’s youth sports should innovate and develop, and break through the unified training channels, training methods and training objectives, which should build a diversified youth governance subject, release the value of popularization and elite training, formulate youth sports laws and policies, realize the cooperative governance between government and firms, implement the cross-domain mechanism of youth sports and construct the supervision mode of youth sports.

Digital-based performance training is the recent trend in the field of exercise science around the world, which attracts more and more attention from research institutes in China. Digital-based performance training is the use of digital monitoring devices to provide instant performance feedback during strength training, while supporting the timely adjustment during the training process. Basically, it is a bidirectional control mechanism. Digital-based performance training is of great importance not only to optimize the training efficiency in unit time, but also to enhance athletes’ motivation and to achieve personal accurate strength training for elite athletes. This paper has covered the following aspects: a systematic review of the concepts and advances of digital-based performance training in national and international literature; an exploration of main methods applied on digital-based performance training; case reports of a large number of elite athletes in practical applications; a discussion on the effectiveness of digital-based performance training for improving the training quality for elite athletes. We predict that digital-based performance training will become an important direction of the development of strength training in the near future.
